Caps on international student enrolments: consequences for higher education

In the nearly 40 years of commercial international education in Australia the government has mostly supported it. But in late 2023 this policy was reversed. Many policy changes have since been announced to reduce student numbers. These aim to reduce student demand via migration policy changes and reduce the supply of student places with enrolment caps, by institution and by course. The presentation will explain what has happened and explore the potential consequences.

 

Professor Andrew Norton from POLIS: The Centre for Social Policy Research will present an online seminar discussing internal student enrolments in higher education. This is a free event that is open to the public, hosted by POLIS@ANU. Andrew Norton is a Professor in the Practice of Higher Education Policy at POLIS: The Centre for Social Policy Research as the Australian National University. He was previously the Higher Education Program Director at the Grattan Institute, a public policy think-tank. Mr Norton is the author or co-author of many publications on higher education topics. His Mapping Australian Higher Education 2023 is an overview of higher education policy and trends. His government advisory rules include the review of the demand-driven student funding system (2013-14), the Ministerial Advisory Council on Skilled Migration (2021) and the Ministerial Reference Group for the Universities Accord (2023).
