Considering energy transition policies in the context of ongoing energy poverty

In this talk, Lee discusses research insights on the relevance of energy poverty to design of policies for energy transition. Many households are underserved by our current energy system, and must make trade-offs between energy costs and spending in other areas. Energy transition will be accompanied by extensive changes in the regulation and governance of electricity, and in this transformation existing inequities could be worsened or further entrenched. Demand management, for example, makes up a significant portion of most grid balancing strategies for high shares of renewable energy, yet could have disproportionately adverse impacts for vulnerable groups. Other groups, such as renters and those in remote communities, face challenges in installing rooftop solar as a way to directly transition their own energy use. Lee will discuss these and other examples from her past and ongoing work to situate energy transition governance within the context of wider societal challenges.

Lee White is a Fellow with the Zero Carbon Energy in the Asia Pacific Grand Challenge program. Her research examines design, implementation, and multifaceted impacts of policies to support clean technology adoption, in areas ranging from design of green hydrogen certification schemes to understanding varying impacts of electricity rate and regulatory design across sociodemographic groups.
